Obamas budget Empty Obamas budget

So theyre saying that in his budget, obama puts forth some cuts to SS and medicare in exchange for a few more tax hikes. But my question is, if entitlements are the chief driver of our debt, and we scale back on entitlements, then wh do we need $600b in new revenue?
