But obama has waived two laws thats very disturbing. One he waived banning arming terrorist groups to allow him to aid the syrian rebels, and another he waived banning finanxing countries who use child soldiers, so we can send three countries money. Thats the nobel winner we all know and love!

I heard that too.  This is not insignificant.  I have believed for a long time that Obama is determined to arm the Muslims brotherhood even if it means that Al Qaida might get those arms.

The Arms Export Control Act gives the POTUS the authority to control the import and export of defense articles and defense services.  So Obama does have the authority to do this.  However:

It requires governments that receive weapons from the United States to use them for legitimate self-defense.

Governments.  Not terrorists.  Consideration is given as to whether the exports "would contribute to an arms race, aid in the development of weapons of mass destruction, support international terrorism, increase the possibility of outbreak or escalation of conflict, or prejudice the development of bilateral or multilateral arms control or nonproliferation agreements or other arrangements.
