Obama impeachment bill? Empty Obama impeachment bill?

Expressing the sense of Congress that the use of offensive military force by a President without prior and clear authorization of an Act of Congress constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.

Anyone see anything about this?

So, is it just my faulty memory, or did I miss the acts of Congress when:
- Reagan went into Grenada
- Bush I went into Panama
- Clinton bombed Sudan, Iraq and Serbia

?

And what about the War Powers Act?
