Heard a guy on the news make an interesting statement. He said governments job is to prevent bad things from happening, not reacting to bad things after the fact. Thoughts?

I think Govt's job is to protect the people and create an environment where the people can thrive.  This includes giving the people a voice.  The people should be the boss, not the govt. 

Of course, there are things govt must do in order to accomplish these things and they are spelled out for the most part in our Constitution.

How exactly can one stop bad things??? The bad, along with the good, is part of life and makes one really, really appreciate the good even more.
